The short answer is probably "Yes". ]po[ maintains a list of ongoing "projects", together with their execution status, priority or scoring, and financial details (timesheet, subcontracting, ...). It can provide a real-time view on what is going on in a start-up and provide detailed financial information.
However, software developers tend to prefer Atlassian Jira or similar packages for task management and they are not interested in financials, so it's hard to sell them ]po[. ]po[ V5.0 now includes a Jira interface, in order to integrate the operational with the financial sphere.
